Sewer Utility

         In continuing her presentation, Jylan pointed out that the sewer charges to Victoria residents “mirror the same increase that the Metropolitan Council has passed on to the City.  We do tap into their system and we are charged for our inflow into that system.”  The rate increase for 2011 is 4.5%. 

         Base charge for sewer will increase from $29.70 to $31.05.  Consumption rate will increase from $2 to $2.09 per 1,000 gallons.  It is estimated that an average Victoria homeowner’s quarterly sewer bill would increase by $2.70 to $62.40 in 2011.

         Sewer rate comparison among area communities shows Chanhassen and Chaska with lower water bills.  Again, said Jylan, “This is due to economies of scale.”

 

Stormwater  Utility

         Victoria’s finance director continued that there will be a rate increase in the stormwater utility rate from $12 to $13 per quarter.  “This will help reduce the deficit to our maintenance costs,” she said.  Added City Administrator Don Uram,  “This will not cover costs.”

         Victoria’s proposed, average, total, annual, homeowner’s utility bill is estimated to increase in the winter by $11.25  to $147.55 -- which is a cost of $1.64 per day.

         Victoria’s proposed, average, total, annual, homeowner’s utility bill is estimated to increase in the summer by $14.23 to $199.34 -- which is a cost of $2.21 per day.

         Councilmember Tim Amundsen stated, “I want to applaud Jylan.  It costs less for us to wash dishes than it does to buy a cup of latte or bottle of water.  It costs less for the city to plow the streets in front of a house than it does to have someone snowplow the driveway.  It’s important to look at the relative picture.”

         Jylan stated the cost is “for having safe adequate water plus a sewer system.”

 

SHORTER SCOOP FROM DECEMBER

MANY VICTORIA FEES INCREASING IN 2011

         *Councilmembers held a second reading of an ordinance related to the city’s fee schedule and unanimously adopted that fee schedule 4-0.  Councilmember Jim  Paulsen was absent.  Stated Administrator Don Uram, “We worked diligently to evaluate all of the fees.  The fees in here are necessary for operation.”  Most fees are increasing, including those at the Victoria Recreation Center.

         *Council formally accepted the work for the 2009 street, drainage, and utility improvements in the City of Victoria, having been reviewed by the city engineer.  This work was done in the Lions Park neighborhood and the Hartwood neighborhood.  Entire contract amount was $1,859,130.

         *Council approved a license agreement for Scott Craig, personal trainer instructor, for services at the Victoria Recreation Center.  The city will receive 10% of his professional services.

         *Council approved the hiring of Becky Bouvier for the front desk-daycare position at the Victoria Recreation Center at $9/hour and also the hiring of Austin Soine and Jordan Hollen for the positions of warming house attendant at $8/hour.

         *Council approved the maintenance agreement with the Savanna Valley neighborhood Homeowners Association that details future maintenance responsibilities for the neighborhood park and playground.  The Homeowners Association had deeded the playground outlot to the City of Victoria for park purposes and assisted with the purchase and installation of the playground.  The city will be responsible for maintenance of the playground area and trash removal.  The Homeowners Association will be responsible for the rest of the park.

         *Council approved the hiring of Chuck Almhjeld as permanent Public Works Superintendent, having successfully completed his six-month probation period.  Effective date was December 1st, 2010.

         *Council privately held a review of the city administrator’s performance.  Mayor Thun reported on December 13th, “Council is very pleased with Don’s performance.”  Added Tom O’Connor, “We value your professionalism and education.”  Stated Kim Roden, “Thank you, Don.”

         *On December 13th City Attorney Mike Norton stated, “Minneapolis is so far behind with snowplowing, they might be calling Victoria for mutual aid.  It’s just incredible.  It’s like a third world country.  And we’ve had worse storms.”  His office is located in Minneapolis.

         *Stated Mayor Thun to residents in concluding the final city council meeting of 2010 on December 13th, “We have the incredible honor to serve you.  Hope you enjoy the holidays.”
