MOST FEES REMAIN UNCHANGED AS CITY OF VICTORIA MOVES INTO NEW YEAR Council adopted the 2014 Fee Schedule on December 9th. As pointed out by staff, there are some changes in the city's fees " to either reflect an increase to cover the cost of providing the service, new fees for service being requested, or to reflect market competitiveness and removal of fees and services no longer being used or provided." A new fee for 2014 includes $30 as a Returned Check Fee. Fee for a fourth Dog Offense was increased from $55 to $100. The Sewer Availability Charge, which is assessed when a building permit is issued, went from $2,435 to $2,485. Fee structures were changed as related to cable franchise fees because the City of Victoria is no longer part of the Lake Minnetonka Communications Commission. Most fees remain unchanged in 2014.
PRELIMINARY CITY HALL FLOOR PLAN INCLUDES A VICTORIA PUBLIC LIBRARY Council approved a minor subdivision on December 9th that makes possible the land exchange between the City of Victoria and Hartman Brothers. Hartman's Stieger Lake property needed to be subdivided into three parcels in order to accommodate the future Bayfront Plaza on the west end, the future Victoria City Hall and Library on the east end, and the future 4,600 square foot Hartman commercial building on the middle piece. The city's Victoria Drive property (the old cafe lot and the Johnson home) needed to be combined in order to accommodate the future new 14,000 square foot Hartman commercial building plus retain a piece on the west end for public parking. That same evening City Manager Don Uram stated, "We have received a very preliminary floor plan for City Hall and are reviewing it currently. It includes a 4,000 square foot library. There are separate entrances for City Hall and for the Library. There are restrooms on the first floor. It is a 12,000 square foot building. The Council Chamber has seating for 80 people." "This is a Victoria polling location," reminded Mr. Uram. "We need to allow for that. Also, the Library would like to use the Council Chamber on our off-nights." Mr. Uram told councilmembers that he only received the front building elevation that very night at 5:30 p.m., barely one hour prior to the start of the council meeting. "It is a civic looking building," he said. "From my perspective, it looks expensive," he said. "We're further along the on the new Public Works building," said Mr. Uram. "They're working on how far back the building should be from Bavaria Road for screening from the neighbors." He said the construction manager with Stahl Construction has been working and there is a preliminary schedule. That schedule includes a January 6th, 2014, workshop at 5:30 p.m. where the architect will present plans for initial review. It also includes a January 16th neighborhood meeting for those in the vicinity of construction. Mr. Uram asked councilmembers, "Do you want all of the information that I get? Do you want to designate a councilmember for a council perspective and a different reporting perspective base to the council? A councilmember could provide valuable input." Asked Councilmember Joe Pavelko, "Can you put everything out there on the website?" Replied Mr. Uram, "We can put all the information out there on the website." The consensus seemed to be to do both, have a councilmember liaison for perspective and also include the information on the city website.
PAVING PART OF MARSH LAKE ROAD VICTORIA APPROVES OF THE TEMPORARY FIX Council voted 5-0 to approve a Marsh Lake Road Paving Agreement with Pulte Homes, with Pulte Homes bearing the cost. The road will be paved from County Road 43 east to approximately 100 feet east of the entrance to their development on Marsh Lake Road, approximately 1/4 mile. The neighborhood is called Lakeside Estates and is located south of Lake Wasserman and north of Marsh Lake Road. As previously reported, Marsh Lake Road is a gravel street maintained by Laketown Township. The paving will give a more pleasing entrance to the new development of single family lots and a model home that is planned to be available for the spring Parade of Homes. Asked Councilmember Tom Strigel, "Is this paving a temporary proposal? Will it be paved to current city standards?" Replied Community Development Director Holly Kreft, "It is not the permanent solution. It is the temporary solution. We're working with the county on a more permanent solution." "Does this place a liability on the city?" asked Councilmember Strigel. The answer was no.
