In explaining how bid numbers are arrived at, Cara said, "There are pages and pages of bid items, and each item is bid. We always set aside a certain contingency to be able to manage the entire project. come in for a change order.' Said Councilmember Tom Strigel, "I do share some of Councilmember Crowley's concerns. It's like we're giving them an open checkbook." Cara explained, "As soon as an issue comes up, I'd come to the city council. There is a fair amount of controls. If they discover some sort of abnormality, they'll tell me." Said Councilmember Crowley, "In the end, the state is going to do this project." Said Attorney Norton, "We do not have control over their means and method. But the state will come to us if there is a significant departure. It is very rare to not have a not-to-exceed cost. It is not exactly a blank check. I believe there are sufficient controls, but there may be some additional costs." Commented Councilmember Strigel to City Engineer Cara Geheren, "I do have a fair amount of comfort due to past projects you've done for us." Responding to a question from Councilmember Strigel about effects the Hwy 5 project will have on other Victoria streets because of detours, Cara replied, "We'll be keeping a close eye on 78th Street. It is in very poor condition. MnDOT has taken traffic counts. If there is deterioration, there will be some road data." The motion for the City of Victoria to accept the Cooperative Construction Agreement with MnDOT passed 4-0.
BROWNIE GIRL SCOUTS VISIT VICTORIA COUNCIL LEAD IN RECITING PLEDGE OF ALLEGIANCE Four members of Brownie Girl Scout Troop #15386 led Victoria city staff, councilmembers, and visitors in saying the Pledge of Allegiance on Monday evening, January 23rd. Their names: Annelies Vandeputte, Erin Simons, Syndey Weller, and Kate Robbins. Mayor Mary Thun gave each of the girls a certificate and thanked them for coming. "It means a lot to us," she said. The mayor reported that the invitation to the girl scouts was the idea of City Clerk Jennie Kretsch. "It's an excellent idea to encourage youth participation," said Mayor Thun.
SHORTER SCOOP FROM JANUARY CITY OF VICTORIA EMPLOYEES GET 1% RAISE *Council approved a 1% increase in salary for the 18 full time city employees, effective January 1st, 2012, plus a step increase for one of the employees to maintain pay equity. Because of reductions in other benefits, however, the city's wage base remains flat at the 2011 level of about $1.2 million. Part time and seasonal employees may receive the same 1% increase, based on the discretion of the city administrator. *Council approved eight 2012 refuse, recycling, and composting haulers: Allied Waste Services, Dick's Sanitation, Elite Waste Disposal, Franck's Sanitation, Garbage A Green Company, Organic Disposal, Randy's Sanitation, Waste Management. *Council authorized the City of Victoria to participate in the Minnesota GreenStep Cities Program, which provides "a series of sustainable development best practices focusing on local government opportunities to reduce energy use and greenhouse gases. Holly Kreft, Victoria's Community Development Director, will serve as the city's GreenStep coordinator. She will facilitate the involvement of community members, civic, business and educational organization, and other units of government in the planning, promoting, and implementing of best practices for efficient building and street lighting, green streets, environmentally preferred purchasing, and green business development. *Council established procedures whereby the city may reimburse itself for costs incurred on capital improvement projects which will be bonded in the near future, for example, the 2012 street and utilities project or a public works facility. The city's bond counsel suggests annual adoption of the procedures.
